Winter Crisis Program
Are you facing a disconnect on your gas or electric bill, or do you have 25% or less in your bulk fuel tank? The Winter Crisis Program (WCP) can assist Eligible households once per program year with a payment for their main heating source and/or their secondary heating source (electric). This program runs from November 1st until March 31st.
Assistance through the Winter Crisis Program requires an in-person appointment. There are two appointment options: scheduled through the automated appointment system and as a walk-in (see details below).

If all of the appointments are full and you need assistance you can come as a walk-in.
The first two weeks of Winter Crisis will be walk-ins only, no appointments, at Ohio Means Jobs at 2247 Lake Ave. Ashtabula, OH 44004 (in the ARMC Plaza).
After those first two weeks, both walk-ins and appointments will be at our State Road location at 4200 State Road, Ashtabula, OH 44004.
Doors open at 8:00 am, service is first-come, first-served. We understand your time is valuable, once in the group for the day, select a listed time slot for your application walk-in appointment. Then, you can wait at the service location, or leave and come back at the selected time (simply return 15 minutes prior to your scheduled time slot).
Items needed for application:
The following list of documents do need to be provided in order to process an application:
• Proof of citizenship for everyone in the household (Social security card, birth certificates, etc.….)
• Last 30 days of income unless seasonal or self-employed. Zero income requires Letter of Support (Date, amount of assistance, signature, address, and phone number of supporter)
• Most current main heating source bill and most current electric bill.
An application can always be started online at energyhelp.ohio.gov, but it will still need to be completed in-person.
